I am flying from Tel Aviv to Frankfurt via El Al and then from Frankfurt to Los Angeles via United. will they be able to check the bag through (e.g. is there a baggage transfer agreement)?

Yes. When you check in at Ben Gurion, look at the luggage tags. Airlines don’t have to be code-shared to organize baggage transfers. They should have “LAX” attached. If you are supposed to claim your bags for whatever reason, they would explain this to you in TLV at check-in but no, I’ve never heard of that.
There is no customs requirement in Germany for transitting passengers. You aren’t required to reclaim you bags.
What they may not be able to do is give you a seat assignment but again, they’ll tell you this at check-in. You simply get it at the gate in Frankfurt.
Give yourself a lot of time to get to your gate in FRA. The flights to Tel Aviv are usually in kind of far away gates where they can better conduct the extra security for departing passengers so you may be parked somewhere kind of far on arrival too.
Be careful to check and recheck your gate information since it can change in the time it takes you to walk the distance. I had a rather unpleasant experience with that in Frankfurt once.
Make sure it’s a non-stop to LAX (remember that a “direct” flight can stop) because you’ll clear U.S. customs at your first point of entry, in your case, LAX.
